【財經話題】比特幣瘋漲已引起美韓當局關注
【大紀元2017年12月13日訊】（大紀元記者張東光綜合報導）比特幣近期的瘋狂飆漲，已引起美國和韓國主管機關的密切關注。美國證券交易委員會（SEC）主席克雷頓（Jay Clayton）週一（11日）在聲明中說，如果加密貨幣「首次代幣發行」（ICO）的推銷者保證其報酬率好到難以置信，投資人請特別小心或將有血本無歸的風險。
美國商品期貨交易委員會（CFTC）主席吉安卡洛（J. Christopher Giancarlo）也同時警告，比特幣現貨市場的行情波動與交易風險極高，投資人必須做好心理準備。
CNN財經網站則鮮明地描繪了韓國當前社會的比特幣狂熱──學生在課餘時間查詢比特幣的報價、上班族在排隊等買咖啡時在進行比特幣交易、退休的銀髮族則在家裡買賣比特幣。
比特幣交易在韓國起初是科技人的遊戲，現在已成了一場民眾全面參與的金融遊戲。部分民眾把比特幣當股票來玩，還認為前者的漲幅將會是後者的十倍甚至是上百倍。
據統計，在全球比特幣每日的交易量中，韓國帳戶貢獻了20%。比特幣最新的報價約17,000美元，今年飆漲了超過15倍。在韓國，比特幣的報價更比全球水平多出約15%~25%，當地人謔稱這是「泡菜溢價」（kimchi premium）。
韓國的比特幣交易平台Bithumb則跨出了線上虛擬的框架，到處開設了實體商店和客戶服務專櫃，教導民眾如何進行比特幣線上交易。
由於比特幣已成了一個社會的病態現象，韓國政府上週宣稱正成立一個特別的任務小組，來研究虛擬貨幣所衍生的問題。韓國政府目前已禁止比特幣期貨等投機活動，也正在考慮是否針對比特幣的交易活動課徵資本利得稅和交易稅。
瑞銀全球財富管理首席經濟師唐納文（Paul Donovan）在接受CNBC電視台的專訪中稱，如果更多的人參與這場金錢遊戲，此時的比特幣投機泡沫恐具有長期的毀滅性。他認為泡沫通常會讓多數行情參與者受傷，財富的轉移將集中於少數人手中，長期具有負面的財富效果和潛在的毀滅性。
根據比特幣報價平台Bitcoin的數據，週二（12日）一枚比特幣收報17,316美元，而芝加哥選擇權交易所（CBOE）明年1月到期的比特幣期貨則收報18,160美元，較現貨溢價約5%。
彭博社文章認為，由於比特幣期貨到期時是用美元交割，無法提供比特幣交割服務，加上期貨大額交易尚未被允許，導致成交量偏低，週一僅成交3,969口合同，成交金額僅6,800萬美元，顯示投機和套利的大戶並未進場。#
