法國成功討稅 蘋果公司補繳5億歐元

【大紀元2019年02月06日訊】（大紀元記者張東光綜合報導）在經過幾個月的交涉後，蘋果公司週二（5日）表示已同意支付積欠法國政府10年的5億歐元（或5.7億美元）的稅金。此舉除標誌著歐洲政府再度成功向美國科技跨國大廠討稅之外，也凸顯谷歌、亞馬遜等美國指標性科技巨頭將來在歐洲的營運成本勢必攀高的趨勢。
據法國雜誌《快訊》（L’Express）報導，蘋果公司雖未披露與法國政府的和解金額，但卻在聲明中表示，法國國稅局最近已結束多年來對該公司的查帳，相關的稅額將反映在未來的公司財報中，該公司也充分了解繳稅在社會上所起的作用，也必將按照稅法補繳應繳納的營運稅額。
該報導稱，蘋果公司歐洲的營業額由2008年的66億歐元，八倍速增長到2017年的477億歐元，但多數的營收卻記錄在低稅率的愛爾蘭蘋果歐洲總部的帳上。
近幾年來，美國大型科技公司在歐洲只繳納零星的稅額，往往支付不到20%法定稅率的一半，與它們在歐洲的巨大銷售額不成比例，已遭到法國、英國等歐洲政府的猛烈抨擊。
英國財政大臣韓蒙德（Philip Hammond）近期宣布將在2020年引進一項特別數位服務稅，預估將可為英國政府收取每年4億英鎊的線上交易稅。
法國政府也同步引進針對谷歌、蘋果公司、臉書和亞馬遜的GAFA稅，鎖定在全球和法國銷售金額超過7.5億歐元和2,500萬歐元的科技大廠，該稅法預計將追溯到今年1月1日，可望今年帶給法國政府5億歐元的額外稅收。
法國財長勒梅爾（Bruno Le Maire）宣稱，跨國企業如何繳稅將是「21世紀的主要議題」。
2016年蘋果公司也曾被歐盟執委會命令必須支付給愛爾蘭130億美元的稅金，歐盟執委會宣稱該公司2014年在歐洲的獲利只繳納了0.005%的稅率，換言之，每獲利100萬歐元只繳了50歐元的稅金。
2017年法國政府也曾要求谷歌補繳11億歐元稅金，聲稱該公司將營業額由法國轉到愛爾蘭，但後來當地法院判決谷歌勝訴。
2018年亞馬遜在法國政府的追討下同意支付2億美元的稅金，並承諾未來將充分披露在法國營運的盈餘。
有別於法國、英國和意大利的激進主張，愛爾蘭、丹麥和瑞典等歐盟國家卻不願課徵這類數位稅，深怕阻礙外資流入，德國政府也對此議題意興闌珊，擔心美國會對其汽車工業進行報復，據此，先前盛傳針對跨國科技業課徵的3%線上交易稅可能無法在2019年獲得歐盟通過。#
