減稅效應 65%美企準備還負債

【大紀元2017年12月22日訊】（大紀元記者張東光香港報導）美國國會周三（20日）正式通過稅改法案，待特朗普總統簽署後將正式實施，該法案除了將公司稅率由35%降為21%之外，也允許企業海外資金匯回的一次性減稅假期。
花旗集團估計美國整體企業在海外藏錢高達2.5萬億美元，高盛甚至估計美國科技業坐擁海外資金3.1萬億美元，這些企業未來的匯回和資金運用的動作已成了許多人關注的議題。
據商業內幕網站報道，在2004年美國首度祭出減稅假期時，約80%企業匯回的資金用於購買自家股票，但根據美銀美林證券最新調查302家美國企業後發現，約65%的企業正準備用這筆錢來償還負債，主要反映2008年以後美國企業發債金額逐年遞增，並於2017年創下歷史高峰。
美林證券在報告中解釋道，美國企業近年大量發行公司債的原因是他們無法任意取用其海外資金（資金匯回的稅率為35%），而現在當他們能取回海外現金時，將部份金額要用於還債非常合理。
此外，46%的企業表示將持續用海外匯回的資金買回自家股票，此舉除可捍衛被市場低估的股價外，還可提升每股盈餘，進而提振投資者信心。
巴克萊銀行估計，美國新稅法實施後，標普500大企業的平均稅率將由26%降至20.7%，2018年的整體每股盈餘可望提高6.3美元，主要受惠的類股是金融、工業和能源類股，而海外獲利比重較高的醫療和科技類股則較不受惠。◇
