電子支付消費可減稅 立委擬提案修法
【大紀元2017年11月26日訊】中國國民黨籍立委蔣萬安表示，為降低每年印鈔及稅賦稽查成本，擬提案修法，個人以電子支付的消費金額，每年新台幣3萬元額度內扣抵綜所稅，幫助台灣電子支付發展。
不過賦稅署回應，目前仍未收到蔣萬安的提案，不清楚具體內容，因此不便回應。
為幫助台灣電子支付發展，蔣萬安擬提案修正所得稅法第17條，增列個人使用電子支付消費的金額，得於每年3萬元額度內扣抵綜合所得稅，鼓勵民眾使用電子支付、增加商家設置電子支付設備誘因，以提升國民生活便利度、降低製鈔成本及國家稅賦稽查成本。
蔣萬安告訴中央社記者，台灣雖然長期將數位經濟、電子支付列為重點產業，並推出「數位國家‧創新經濟發展方案」，預計在今年至2025年投入1700億元，將數位經濟佔GDP比率自現行20.5%提升至29.9%。金管會也提出計畫，預計在2020年達成電子支付比率52%。
蔣萬安表示，但台灣在去年底電子支付比僅30.05%，金額約2.71兆元，民眾消費仍以現金支付為主，每年花費超過10億元用於紙鈔印製。
台灣小型商家眾多，設置行動支付設備費用相對高昂，參與意願不高，蔣萬安認為，若能有效提升行動支付使用誘因，將有助台灣電子支付發展。
他說，推動電子支付，除因現金流量降低有助於減少紙鈔印製成本外，基於行動支付易追蹤的特性，國家稽徵成本降低，更使得逃漏稅額減少、稅收增加，各國紛紛將電子支付列為重要財金政策。
蔣萬安表示，南韓自1994年以稅賦優惠推動電子支付，電子支付比率從1990年5%，成長至2015年77%。如今南韓的稅收因電子支付稽徵簡易，成長近3倍。（轉自中央社）
