川普兌現諾言 美國藍領薪資漲幅勝白領

【大紀元2019年01月10日訊】（大紀元記者張東綜合報導）美國去年經濟增長近3%，勞工的薪資增幅同步受惠，去年12月時薪增長3.2%，創下2009年最高增幅。受此激勵，美國勞動參與率攀升到63%以上，也為2014年以來最高。2018年還出現藍領勞工薪資增幅高於白領勞工，為十年以來首見的奇特現象。

彭博社報導，2018年美國非管理職的勞工薪資增幅達3.3%，高於前一年的2.4%。其中，批發貿易勞工薪資2018年同比增長1.6%－4.2%，營建工人薪資增長3.1%－4.2%，零售業勞工增長1.6%－4.6%。休閒和飯店從業勞工的薪資增幅也達4.3%。

這四大行業藍領勞工的薪資同步增長逾4%，為18年首見，而且這個增長的力道近期有加速的現象，去年第四季已同比增長5%。

另一方面，教育程度和工資水平較高的專業和商業領域的白領勞工薪資增幅較緩慢，平均約增長3.1%。然而，此一增幅仍然高出前兩輪的景氣循環，意味著白領階級的勞動市場也出現了結構性的變化。

自2007年以來，25歲以上且有學士文憑的白領勞工增加了1,400萬人，與此同時，學歷在高中或以下的勞工人數減少了450萬人。顯示，隨著教育程度較低的老齡勞工不斷退休，新進入勞動市場的年輕人則學歷普遍提高，這讓美國勞動市場的結構朝向正面的方向邁進。

一般說來，教育程度較高的勞工傾向有較高的生產力和工資，但大量的這類勞工湧入市場將造成白領勞工競爭激烈和薪資漲幅受限的壞處，而好處是低教育程度的勞工人數減少，導致從事低薪工作的職缺更難找到合適的勞工，進而促使其薪資較白領勞工增幅更多的奇特現象。

藍領勞工的薪資增幅超越白領勞工，也與川普透過企業減稅和引導美國工廠回流的施政有關。

川普在就職演說中說，許多美國人，特別是藍領勞工面臨了困境，他們深陷於「生鏽的工廠像墓碑一樣散布在我們國家的景觀中」之苦。他承諾要讓「這場美國大屠殺現在就此打住」。

經過川普兩年的施政，藍領勞工新增就業人數，已達奧巴馬總統同期的八倍之多。加上2018年藍領勞工薪資增幅超越白領的這份數據，充分顯示川普已兌現其就職的承諾。#
